In 2020, Cardinal Strategies, a leader in stormwater engineering, environmental compliance, and specialty construction, chose Wylie, Texas, as its home base. The move was not just a relocation—it was a commitment to fostering synergy and growth.
“We wanted a single location where our team could truly come together,” says Kim Anderson, President of Cardinal Strategies. “Wylie offered the space and community atmosphere we needed to support our growing company.” With many employees living in nearby Plano, Wylie became the perfect fit for the company’s collaborative culture.
Cardinal Strategies began in 2004 as a stormwater compliance consulting firm in Dallas. Over the years, the company has grown significantly, expanding its services to meet evolving market demands.
In 2014, the Engineering Services Division was established, and in 2017, the acquisition of Sanco Storm Water, LLC and Sanco Design, Inc. bolstered the company’s offerings in stormwater compliance and erosion remediation. Today, Cardinal Strategies’ three divisions serve a diverse client base, including homebuilders, municipalities, property managers, and general contractors.
2024 marks the company’s 20th anniversary, a milestone that reflects two decades of dedication to innovation and excellence.
For Cardinal Strategies, Wylie is more than a business location—it’s a community to call home. “Wylie feels like home,” says Anderson. “We value the sense of community here and make it a point to support local suppliers.”
The company’s relationship with the Wylie Economic Development Corporation (EDC) has been particularly impactful. “Jason and Angela at the Wylie EDC have gone above and beyond to support our growth,” Anderson notes. This partnership has solidified Cardinal Strategies’ presence in the community, enabling the company to grow alongside other local businesses.
What sets Cardinal Strategies apart in the industry is its integrated approach, combining stormwater engineering, environmental compliance, and specialty construction under one roof. This allows the company to offer comprehensive design-build capabilities—a rarity in the field.
“Our three divisions allow us to handle complex projects that require cross-division collaboration,” explains Michael Anderson, Principal of Cardinal Strategies. This unique structure has enabled the company to tackle high-profile projects like Windsong Ranch and Painted Tree, where all three divisions worked together to deliver impactful results.
Giving back is a cornerstone of Cardinal Strategies’ mission. The company is actively involved in initiatives like Big Brother Big Sister, local food and clothing drives, blood donation events, and volunteering for Feed My Starving Children.
“We believe in making a real difference, whether it’s helping those in need or supporting the causes that bring Wylie together,” says Kim Anderson. Cardinal Strategies also sponsors local events and sports teams, further reinforcing its commitment to the community.
Sustainability is a core focus for Cardinal Strategies. Over the years, the company has expanded its services to include sustainable landscaping solutions, complementing its expertise in drainage and soil stabilization.
This emphasis on sustainability extends to projects like stream restoration, where the company leverages its design-build capabilities to create long-lasting, environmentally responsible solutions. “Our future is about expanding these capabilities, especially in stream restoration projects for the public sector,” Anderson notes.
One of the most rewarding aspects of Cardinal Strategies’ work is the opportunity to watch people grow, both professionally and personally. “Mentoring others and helping women in business thrive is incredibly fulfilling,” says Kim Anderson.
As a woman-owned business with certifications as a WBE, HUB, and SBE, Cardinal Strategies has earned recognition for its commitment to excellence. Recently named WBE of the Year by the Women’s Business Council Southwest and a three-time winner of the Great Place to Work award, the company credits its success to an amazing team that shares its passion for making a difference.
Looking ahead, Cardinal Strategies is focused on expanding its design-build capabilities and continuing to innovate in stormwater management and erosion control. The company’s expertise in addressing complex challenges—like stabilizing failing streambanks and mitigating flood risks—positions it as a leader in the industry.
“Our passion and technical expertise come together to create sustainable and safe solutions for creek channels, improving the quality of life for communities,” says Michael Anderson. The company is excited to leave a lasting impact through projects that prioritize long-term benefits.
As Cardinal Strategies celebrates 20 years of growth and innovation, its commitment to Wylie remains strong. “We’re blessed to be part of the Wylie community and look forward to growing together,” says Kim Anderson.
With a foundation built on collaboration, sustainability, and community engagement, Cardinal Strategies continues to set the standard in stormwater engineering and specialty construction. Its unique design-build capabilities and dedication to making a difference ensure a bright future for the company and the communities it serves.
