Are you ready to kick off your new stormwater compliance project with Cardinal Strategies? The first step is to and fill out the Project Information Form (PIF) below.
It is important to complete as much of this form as possible including project details, customer and accounting information, and more. Keep in mind, Cardinal also requires a full set of civil plans with your PIF in order to get your project underway.
NOTE: A full set of civil plans must be uploaded and submitted with this form.

In order to file an NOI for your large construction site, you’ll need to create a State of Texas Environmental Electronic Reporting System (STEERS) account and ER number with the Texas Commission of Environmental Quality (TCEQ). The ER number is your STEERS account number that allows Cardinal to grant you access to the paperwork required for the SWPPP process.
Don’t worry, Cardinal has a simple step-by-step process for you to follow to make it as easy as possible.
Visit the Texas Commission of Environmental Quality (TCEQ) STEERS Login page at https://www3.tceq.texas.gov/steers/.
On the right under the bold heading that reads, “I need:”, click the link next to the second bullet point that reads, “to create a new account.”
Click on the “Create New Account” button at the bottom of the page.
On the next page, fill in the appropriate information for each field. When you’re done, click the “Next” button at the bottom of the page.
Note: The primary operator is who should be filing for an NOI
Review the information on the next page and verify that it’s correct. When you’re ready, click the “Next” button at the bottom of the page.
Then, you’ll set up 5 security questions and answers for your account. When you’re done, click the “Save” button at the bottom of the page.
Next, you’ll select the STEERS program area for your account. Click on the dropdown menu and select “Stormwater General Permits (EPR_SW)” from the list.
When you’re done, click the “Go” button.
On the next page, use the “Access Type” dropdown menu to select “Storm Water Sign…”
Answer the remaining two questions appropriately. When you’re done, click the “Add Access” button and wait for the page to save.
Find the “Account Summary” menu item at the top right of your screen and click on it.
Here you’ll find a summary of your account. Find the “E-Sign SPA” item in the menu at the top right of your screen. This is the STEERS Participation Agreement (SPA).
Confirm that the account information at the top of your screen is correct.
When you’re done, scroll down until you see a few blank fields to fill in including a TDL Number, TDL Audit Number (the _ digit at the bottom of your license), SSN and Date of Birth. When you’re done, click the “E-Sign SPA” button at the bottom of the screen.
Congratulations! You’ve activated your STEERS account and ER number. The next step is to contact your Cardinal Strategies’ representative.
Log into your STEERS account to check on your project or sign documents for your project’s Stormwater Pollution Prevention Plan (SWPPP).
