With over 25 years of experience, Kim Anderson brings a wealth of knowledge in project management, marketing, sales, operations, finance, and technological advancements to Cardinal Strategies. She provides strategic leadership for Cardinal's future success. Additionally, she ensures that Cardinal Strategies stays informed of and in compliance with all state and national guidelines. Kim is actively involved in the industry, serving on the board of the South Central Chapter of the International Erosion Control Association (IECA) and as a member of the Texas Floodplain Management Association (TFMA). She holds a Bachelor of Science degree from Texas A&M University.

Michael Anderson, PE, BC.WRE
Principal
Michael Anderson has a proven track record of delivering strategic and out-of-the-box solutions to complex programs and engineering projects. His wealth of experience spans over 20 years. He has worked on projects ranging from local initiatives to national programs. As a seasoned Local Drainage Engineer and Floodplain Manager, he has overseen multiple FEMA CLOMR and LOMR submittals. Notably, he has secured approvals averaging less than six months from the initial submission. Michael has also served as a FEMA Contractor. He has worked on numerous Riverine Flood Insurance Studies. Furthermore, he has completed Riverine Floodway calculations. He has analyzed hundreds of miles of streams using both steady and unsteady models. Michael holds B.S. and M.S. degrees in Civil Engineering from Texas Tech University.

Thomas Caffarel, PE, CFM
Principal
Thomas Caffarel is the head of Engineering Services at Cardinal Strategies. He has over 18 years of experience working in stormwater management in Texas and central Oklahoma. Thomas has served as project manager for over 15 years, leading master drainage studies of various sizes, channel and detention design projects, erosion control design projects, and closed pipe system analysis and design projects. He has experience with most modern H&H software including the HEC-Suite, XP-SWMM, and InfoWorks. Thomas also has considerable experience in the preparation of FEMA CLOMR and LOMR submissions and serves as an extension to municipal staff in the role of flood study reviewer for new development across a number of Collin and Denton County municipalities.
